Unable to Login to CCMAdmin Web Page because of DBReplicationFailure 
Symptom:
- Getting 'database connection error' when attempting to login to CCMAdmin web page
- Real-Time Monitoring Tool (RTMT) emails DBReplicationFailure
- Command line utils dbreplication statusfails because 'db is down'
Solution:
Using the command line, enter utils service start/stop <service name>, where service name equals the entire name of the service - in this case - A Cisco DB
